This thesis research raises the problem of Implementation of Regulation of the Minister of Trade No. 48 / M-DAG / PER / 7/2015 Juncto Regulation of the Minister of Trade No. 51 / M-DAG / PER / 7/2015 Associated With Used Clothing Trade from Abroad (Study In Pontianak ). This research uses Juridical and Sociological research methods. From the result of the research, it is known that the factors causing second hand clothes from abroad including goods are prohibited to import as regulated in Regulation of the Minister of Trade No. 48 / M-DAG / PER / 7/2015 and Regulation of the Minister of Trade No. 51 / M-DAG / PER / 7 / 2015 is freely traded in Pontianak City, that is, the secondhand clothing trade is promising profit, weak law enforcement, lack of legal awareness, and weak support of the ban on trading of used clothing with the authority to supervise and prosecute.The regulatory policy concerning the ban on used clothing trade from abroad is sufficient as stated in Law No. 7 of 2014 on Trade, Law No. 8/1999 on Consumer Protection, Regulation of the Minister of Trade No. 48 / M-DAG / PER / 7 / 2015 on General Provisions in the Import Sector, and Regulation of the Minister of Trade No. 51 / M-DAG / PER / 7/2015 on Prohibition on Import of Used Clothes. However, the rules relating to the ban on importing used clothing should be complemented by rules governing the ban on the trade of secondhand clothing originating from abroad, and the regulation on the authority to exercise oversight and law enforcement on the trade of used clothing originating abroad. The proposed recommendation is that there should be an effort to increase the legal awareness of the community, especially in Pontianak City about the negative impact of used clothing originating from abroad, especially its impact to human health. Law enforcement officers in the field of imports must exercise strict supervision of the entry of used clothing from abroad, and take firm action against violation of the provisions of the Prohibition on Import of Used Clothes. The Government should then adopt a policy on the ban on the trade of used clothing originating from abroad and to authorize the district / municipal governments to exercise oversight and law enforcement on the trade of used clothing from abroad.
