This thesis discusses government policy on tourism Annual Cap Go Meh Festival as tourism effort under Article 14 Paragraph (1) Jo. Article 23 of Law No. 10 Year 2009 on Tourism in Singkawang. From the results of this thesis research we concluded that Local government policy on tourism annual festival Cap Go Meh in building and developing the tourism associated with the regional administration is conducting an analysis of the potential type of objects and tourist attraction that can support the organization of the festival Cap Go Meh in Singkawang. Natural tourism potential is a potential dominant object owned Singkawang, followed by the potential of religious tourism, culture and artificial. However, until now the government Singkawang has not yet prepared Tourism Development Master Plan, but the government Singkawang remains to develop and encourage the addition of a variety of attractions that can support the organizing festival Cap Go Meh thus able to act as the development of foreign national tourism and to support tourism businesses area in an effort to improve the local economy for the PAD, to develop their culture and preserve the environment and natural resources, as well as the nature of produce for progress. Factors faced by the government of Singkawang on tourism Annual Cap Go Meh Festival in the development of tourism in Singkawang namely the realization of development of tourism potential in Singkawang there are some things that factor into the supporting and inhibiting factors. The driving factor in the development of tourism potential that strong commitment, the structure of the government institutions, potential and diversity of natural resources and cultural diversity. Inhibiting factor is the quality of human resources is still low tourism players, exploitation of natural resources which is not under control, and cultural influences luar.Upaya-efforts made by local governments on tourism Annual Cap Go Meh Festival in Singkawang include increased community participation and private, maintenance and security to the area attractions and facilities, and analyzing the enabling and inhibiting factors that may affect the existing culture around the sights.
