: The Development Of Waste Bank As The Form Of Society Participation In Processing Waste (Study On Waste Bank Cooperation In Malang). It is descriptive study with qualitative approach and is limited by two focus researches; they are (1) the development of “Waste Bank” in Malang, includes: Policy product as policy umbrella, socialization and communication and institutions, sources support, BSM development, the implementation of Waste Bank Program (SOP). (2) Participation of society in Malang in the development of “Waste Bank”, includes: the form of society participation, condition/level of participation. (3) Factors that becomes constraints and supporting in developing “Waste Bank” as the form of society participation in Malang, includes: supporting factor, constraints factor. In the effort to develop Waste Bank of Malang (BSM), there is necessarily needed society participations that waste processing program can run based on 3R principles. As mandated in Regulation of Environment Ministry 13 of 2012 on the Guidance of Implementing Reduce, Reuse and Recycle (3R) By Waste Bank. Society participation by obligation of sorting household garbage in organic and inorganic conducted by the society. There are supporting and inhibiting factors in developing Waste Bank of Malang; they are Regional Government role as the endorser of implementing Waste Bank Program also awareness of society in Malang has been formed because basically the waste processing through Waste Bank gives positive effects of such aspects like stated in the first point. Meanwhile for inhibiting factor, there are points; they are: a. low-level awareness of society, b. the number of Waste Bank that need budgets that need fixed budget annually from government, c. low waste value, d. stands competition.
