The problems studied in this research are : how the boundaries of law enforcement authority between Satpol PP and Polri in creating public order and public peace in the perspective of Law Number 23 year 2014 on Regional Government. The purpose of this research is to obtain data and examine the limits of law enforcement authority between Satpol PP and Polri in creating order and public peace. This study is a normative juridical study with literature research, good books, legislation, papers, previous research results, documents, and so forth. Based on this research, it is obtained that in accordance with the mandate of Law No. 23 of 2014 on Regional Government firmly states that the authority possessed by Satpol PP is as an enforcer of local regulations, creating public order and peace and protection of the people while the Police according to Law Number 2 of 2002 on the Police has the function of state government in the field of maintaining security and public order, law enforcement, protection, shelter, and service to the public. The overlapping of authority is due to the definition of public order and public peace contained in legislation which is not explicitly stated. When the Satpol PP enforces the Regional Regulation, there is often a clash in the field up to the pro justisi process in the court where at the time PPNS enforcer of the Regional Regulation raises the file of case violation of the regional regulation at the same time the Police institution do the same by using the basic of Local Regulation.
